New First Fridays Pilot Program Opens Door for Local Artists and Vendors in Downtown

On Wednesday, City Council approved a new one-year pilot program designed to support First Fridays and support local businesses.

Under the Downtown Arts Vending on Private Property Pilot Program, businesses along Roosevelt Row can apply for permits to host vendors selling paintings, jewelry, ceramics, clothing, and other locally made art. Artisanal food and drinks are allowed too, with extra permits needed for food trucks.

The pilot program in partnership with Roosevelt Row CDC, Downtown Phoenix Inc., and Artlink is intended to re-establish the First Fridays Art Walk within its original downtown footprint and refocus efforts on selling art-related goods from vendors on private property.

“Over the past year, we have listened closely to artists, neighbors, and business owners about what First Friday means to them,” said Vice Mayor Kesha Hodge Washington. “This pilot program reflects that feedback. It strengthens the art centered spirit of the event while ensuring it continues to grow safely and sustainably. Our community helped shape this new approach, and their voices will remain a central aspect of First Friday’s future.”

"I am excited for this pilot project. The District 7 and 8 offices engaged with the community through multiple meetings, heard their concerns, and hopes, and we feel that this pilot addresses those hopes and concerns,” District 7 Councilwoman Anna Hernandez said. ”In addition, we look forward to the possibility of returning First Friday on Roosevelt Row to its art roots. If this pilot goes well, we are also excited for the possibility of expanding the idea citywide."

As part of this pilot, the City will no longer allow street or alley closures for First Fridays events.

The pilot program will run for one year, encompassing 12 First Fridays events. Throughout this period, the City will collect data and evaluate how the new model supports safety, business engagement, and the event’s artistic mission.

A First Fridays Permit Workshop has been scheduled for Monday, September 14, 2026, at 2:30 p.m. at 850 PBC, Phoenix Bioscience Core located at 850 N. 5th Street.
