There are numerous local stormwater drainage problems that cause property damage or en-danger the safety of the traveling public. The Programming and Street Lighting Section developed a Local Drainage Program, using a prioritization approach, to address local flooding throughout the City.
This program relies on established lines of communication between the citizens of Phoenix, Street Maintenance staff and the Storm Water Management Section.
Benefits of Program
The benefits of this program are three-fold:
- to reduce local flooding where it is cost-effective to do so;
- to create a level of confidence among the citizens about the prioritization process; and
- to extend, if necessary, the existing drainage system with a network of underground pipes designed for the two-year storm event, without exceeding the design capacity of the existing system.
Prioritization Process
The prioritization factors and point values are as follows:
- Safety (10 pts)
Life-threatening situations receive the maximum value.
- Severity (7 pts)
Is there structure flooding or is the drainage problem just a nuisance?
- Frequency (7 pts)
Does the drainage problem occur every time it rains or only during extremely heavy rains.
- Maintenance Effort (5 pts)
Does the site require that Street Maintenance forces be there during and after the rainfall event or is no maintenance required?
- Cost (4 pts)
Sliding scale where the higher the cost for the improvement to the stormwater drainage problem, the lower the assigned value.
- Ease of Solution (3 pts)
Can the problem be managed without a detailed engineering design?
- Potential Partners (2 pts)
Are partners available for possible cost-sharing on the proposed solution?
