Rio Salado Beyond the Banks
City Council approved the Rio Salado Interim
Overlay District on December 19, 2001. It went into effect January
18, 2002 and applies to the area bounded by I-17/I-10 on the north,
19th Avenue on the west, 32nd Street on the east and Broadway Road
on the south.
On April 17, 2002, City Council approved an
amendment to Section 655.D.3 of the Rio Salado Interim Overlay.
The amendment went into effect on May 17, 2002 and requires a special
permit for development of certain types of commercial waste facilities
within the boundaries of the Rio Salado Interim Overlay District.
The Rio Salado Interim Overlay District is part
of a continuing effort by the city to enhance the area beyond the
boundary of the Rio
Salado Habitat Restoration Project. The purpose of the interim
overlay district is to protect the investment in the Rio Salado
Habitat Restoration Project and maximize the long-term benefits
to the community while increasing the potential value of the properties
adjacent to the river.
Within the boundaries of the Rio Salado Interim
Overlay District, all new land uses or new development established
after January 18, 2002 will be subject to the requirements of the
overlay (17 KB, PDF1). The overlay
places additional regulations requiring the city to review all development
proposals within 500 feet of the boundary of the Rio Salado Habitat
Restoration Project. It adds requirements for the city to review
and/or restrict proposed open, outdoor uses within the overlay district
