Description This CDBG-funded program matches Phoenix business owners with experienced private sector consultants who can offer guidance in seven technical areas: General Business, Marketing, Accounting and Finance, Information Systems, Organizational Development, Quality Control, and Public and Private Procurement. Consultants are chosen from those who respond to an annual Request for Qualifications (RFQ). Description The city of Phoenix Community Development Block Grant, Economic Development Open Application Program is administered by the Community and Economic Development Department (CEDD). The goal of the program is to provide funds to community agencies that, in turn, foster economic growth in Phoenix's small business community. CEDD issues this Request for Proposals annually.
This is an ongoing process and CEDD will accept proposals for the 2008-2009 Economic Development Open Application Program beginning August 2008, depending on availability of funds.

Description The Expansion Assistance and Development Program (EXPAND) is a CDBG funded program that enables growing small businesses to access capital from conventional lending sources. The EXPAND program does not provide grants or direct loans. EXPAND promotes economic development within the City of Phoenix by providing supplemental collateral to a participating lender via a CD that is pledged toward a loan made by the lender to a creditworthy small business. The EXPAND collateral enhancement ($250,000 maximum) reduces the lender’s risk exposure and thereby increases their willingness to consider loan requests from qualified small businesses. Businesses that are approved for an EXPAND collateral enhancement are required to create or retain a pre-determined number of full-time jobs. The actual number of jobs is contingent on the amount of the approved collateral enhancement. The EXPAND program can be used with loan programs offered by the Small Business Administration (SBA). Additionally, the Phoenix New Markets Loan Program offers below market rate loans for the acquisition, rehabilitation, expansion or new construction of commercial real estate projects located in under-served areas in the city of Phoenix. New loan requests will be considered subject to funds availability. The Phoenix Industrial Development Authority (PIDA) offers tax-exempt bond financing for manufacturing concerns and qualified non-profit organizations operating within the Phoenix city limits.

Through the Workforce Investment Act of 1998, the city of Phoenix provides funding for employment services to adults and youth in the areas of adult basic education, skills training, job readiness, GED testing, transportation and interview coaching. There are twelve locations throughout the city where individuals and businesses can access services. Description Periodically, the Workforce Connection Division of the Community and Economic Development Department has funds to conduct competitive bidding that targets adult workforce services under the Workforce Investment Act.
