Infill Incentive District - How to Qualify

Please review Steps #1-4 , as noted below, to determine if you are eligible for this Program:

How to Qualify

Step #1 - Are you located within the Infill Incentive Boundary?

If you answered "Yes," proceed to Step #2

If you answered "No," your project does not qualify for this Program, unless you have a commercial project (outside of the boundary) that involves expansion or remodeling of an existing shopping center or free standing commercial business within the City of Phoenix. (Proceed to Step #3).

Step #2 - Does your project consist of one of the following:

* Housing (Single family, multi-family, duplex, triplex, apartments, townhouse, condo etc...)

* Mixed Use Project which contains housing

* Transit oriented development located within a designated transit overlay district or within 1/4 mile of light rail station

* City assisted development within designated redevelopment areas

* Project receiving city financial assistance

* Identified as a qualified brownfields project by the City of Phoenix - Environmental Programs Office

* Designated as a Historic property by the City of Phoenix - Historic Preservation Office (Maps of Historic Areas)

If your project type is listed above, and is not a commercial project, proceed to step #4. If your project is listed above and is a commercial project, proceed to Step #3. Any other project does not qualify for the Program.

Step #3 - Commercial Projects outside the Infill Incentive Boundary.

a. Has your commercial development had one of the following vacancy rates (listing of commerical developments):

b. Is your project free of any active cases for violating the city Zoning or Neighborhood Preservation Ordinance?

If you answered "Yes" to both questions, proceed to Step #4. If you answered "No", your project does not qualify for this Program.

Step #4- Are you proposing any 24 hour businesses in your Project?

Projects such as auto services or single use gas stations, bail bonds businesses, bars, check cashing/payday loans, adult businesses, liquor stores, tobacco stores, gun shops, pawn shops, tattoo parlors, and 24 hour businesses not considered to be providing essential or emergency services will not qualify.

If you answered "Yes" or if your project includes any of the uses listed above, your project does not qualify for the Program. If you answered "No," proceed to Step #5.

Step #5 - Eligibility

Congratulations, your project is eligible for the Infill Incentive District Program and the incentives offered by the Program. Please contact the Infill Incentive District Program Team of the Development Services Department at (602) 262-7811 to schedule a pre-application meeting or to obtain additional processing information.
