On March 8, 1995, the City Council approved Ordinance S-22622 establishing the Infill Housing Program. The Business Customer Service Center (BCSC) has been designated to administer this program.
On April 16, 2008, the Phoenix City Council authorized the deletion of copper plumbing as a development standard to qualify for the city Infill Housing (Program). These changes will go into effect on May 16, 2008. Building permits issued prior to May 16, 2008 will be required to meet the copper plumbing development standard, as per the signed development contract. Building permits issue on or after May 16, 2008 may elect to use copper, but this will no longer be a requirement to qualify for the Program.
